MD HB1284

Requires all board of directors members, officers of condominium councils, and homeowners association governing body members in Charles County to complete a training curriculum on their responsibilities within 90 days of taking office

Training must be developed by a Common Ownership Commission recognized by the state or local government, or by an organization approved by such a commission

Certificates of completion are valid for 3 years and must be renewed by retaking the training if the member remains in office when the certificate expires

Governing bodies must certify completion, retain copies of certificates, and report certifications to the Common Ownership Commission within 90 days

Non-compliant members may be removed from office or have their votes invalidated by the governing body; effective date is October 1, 2025
