Maryland's standard time would change from the 75th meridian of longitude west from Greenwich to Eastern Daylight Time year round, eliminating the biannual clock changes

The time change is contingent on Congress amending 15 U.S.C. § 260a to allow states to observe permanent daylight saving time

The Secretary of State must monitor federal action and notify the Department of Legislative Services within 5 days if Congress makes the required change

If federal authorization occurs by December 31, 2030, the new time standard takes effect on the second Sunday in March or first Sunday in November after the federal change, whichever comes first

If no federal authorization occurs by December 31, 2030, the bill automatically becomes null and void without further legislative action
