Establishes the Neighborhood Services Unit within the Office of the Sheriff of Baltimore City to enforce alcoholic beverages laws in partnership with the Board of License Commissioners

Requires the Unit and the Board of License Commissioners to enter into a memorandum of understanding specifying their respective roles, responsibilities, and funding arrangements

Authorizes the Sheriff of Baltimore City to direct the Neighborhood Services Unit to perform additional duties beyond alcoholic beverages enforcement

Expands authorized uses of revenue from District Court filing fee surcharges (up to $10 per case for certain landlord-tenant cases in Baltimore City) to include funding the Neighborhood Services Unit's work

Takes effect October 1, 2025
