Exempts first-time Maryland home buyers from paying the Baltimore County transfer tax when purchasing improved residential property that will be their principal residence

Defines "first-time Maryland home buyer" as an individual who has never owned residential real property in the state that served as their principal residence

Requires all grantees to qualify as first-time buyers, except co-makers or guarantors on purchase money mortgages who will not occupy the residence

Mandates a signed, sworn statement from each grantee (or their agent) confirming first-time buyer status and intent to occupy the property as a principal residence

Takes effect July 1, 2025
