Expands Maryland's Prescription Drug Repository Program to allow out-of-state pharmacies and entities participating in drug donation programs to serve as drop-off sites and repositories, subject to State Board of Pharmacy approval

Adds over-the-counter drugs to the program, which previously covered only prescription drugs and medical supplies

Redefines eligible recipients as individuals who self-attest to being indigent, uninsured, underinsured, or enrolled in a public health benefits program, removing the previous requirement for health care practitioner verification

Allows the program to accept high-demand drugs with expiration dates less than 90 days away, provided the drug won't expire during the prescription period

Extends legal immunity from criminal prosecution and civil liability to pharmacy technicians and staff employed by or volunteering for participating entities, in addition to existing protections for donors, pharmacists, and facilities
