Expands Maryland Heritage Areas Authority grant purposes to include "management" of certified heritage areas, in addition to existing purposes like planning, design, acquisition, development, preservation, restoration, interpretation, marketing, and programming

Increases maximum grant amounts from 50% to 80% of project costs for management plan grants, acquisition/development grants, and program grants, with a new cap of $300,000 per grant

Reduces the percentage of Program Open Space funds that may be used for Authority operating expenses from 10% to 7%, but establishes a floor of $600,000 (whichever is greater)

Increases the additional Program Open Space funds that may be transferred to the Maryland Heritage Areas Authority Financing Fund from $3,000,000 to $9,000,000

Repeals the provision allowing up to $300,000 of transferred funds to be distributed to the Maryland Historical Trust for noncapital historic preservation grants
