License fees are tiered: $250 for up to 10 events/year, $500 for up to 20 events, $750 for up to 30 events, and $1,000 for up to 40 events per year

Authorizes holders of multiple event licenses to store alcoholic beverages on-site between events in a locked, secured location, with sales permitted only during licensed event hours

Requires license holders to maintain complete purchase and sales records for 2 years, including pre- and post-event inventory for each event, subject to inspection by the Comptroller, Executive Director, and Board

Violations carry a $100 fine for first offense and up to $500 plus potential denial of future licenses for subsequent offenses; effective July 1, 2025
