Restricts pesticide use on State-owned property to "listed pesticides" (those approved for organic use or designated as minimum risk) or registered pesticides only for specific purposes including weed management, invasive species control, disease vectors, biting/stinging insects, agricultural pest control, and public health emergencies

Requires the Department of Agriculture to develop a model pesticide and pollinator habitat management plan for State-owned and managed property, with individual State agencies adapting the plan for their specific tracts

Mandates that at least 20% of unencumbered State land be designated as pesticide-free zones where no aesthetic pesticides may be applied

Prohibits use of any pesticide known to be toxic to pollinators on State property, even if otherwise approved, unless the Secretary determines it is necessary to address a specific public health threat

Takes effect October 1, 2025 and prioritizes use of native plants to create pollinator habitats while implementing best management practices from the Department's Managed Pollinator Protection Plan
