Expands the definition of "home improvement" to include disaster mitigating services such as boarding up windows, tarping roofs, setting water mitigation equipment, demolition to prevent further damage, and securing walls or roofs

Grants homeowners the right to rescind a home improvement contract for disaster mitigating services within 5 days of signing, with liability limited to a penalty amount specified in the contract

Authorizes county governing bodies to impose limitations on in-person solicitation of disaster victims by contractors, including restrictions on hours and geographic areas where solicitation may occur

Exempts contractors who had an existing business relationship with the disaster victim prior to the disaster from the solicitation restrictions

Takes effect October 1, 2025
