Creates a new felony offense for knowingly taking mail or packages delivered by USPS or delivery companies without permission from the intended recipient, punishable by up to 5 years imprisonment

Requires courts to order defendants to either return the stolen mail/package to the addressee or pay restitution for its value as a condition of sentencing

Mandates the Central Collection Unit to report any overdue restitution from porch piracy violations to consumer reporting agencies, potentially affecting offenders' credit reports
