Maryland Department of Health must collect annual cost data on delivery (including complications and neonatal care), postpartum care (including mental health treatment), pregnancy care (prenatal visits, vitamins, diagnostic services), and abortion (procedures, prescriptions, complications, and training programs)

Maryland Medical Assistance Program expenditures for chemical and surgical abortions must be separately tracked, including prescription costs and pre/post-operative care

Licensed hospitals, health care providers, and other relevant entities must submit data using standardized Department forms and anonymize patient information to comply with privacy laws

Annual report due to General Assembly by December 1 each year starting in 2025, including aggregated costs by care category, regional comparisons, trend analysis, and cost efficiency recommendations
