Charles County Board of Education must provide at least 10 years advance notice before displacing private student bus transportation providers, including written notice at least 45 days before a required public hearing

At least one public hearing must be held on the advisability of the Board providing bus transportation services, with newspaper notice published for 2 successive weeks prior

Formal written notice of displacement must be sent by registered mail within 1 year after the public hearing and at least 5 years before displacement takes effect

The Board may displace providers in less than 5 years if it pays compensation equal to the provider's gross receipts for the preceding 24-month period, or if both parties agree to different terms

Displacement protections do not apply when contracts are not renewed for cause, when providers threaten public health/safety, commit material contract breaches, or refuse to continue services under existing terms
