Prohibits storing road salt uncovered outdoors, with an exemption for entities already covered by a salt management plan under a federal permit

Requires the Maryland Department of the Environment to adopt regulations establishing proper outdoor storage requirements for road salt and penalties for noncompliance

County stormwater management authorities, in coordination with the Department, are responsible for enforcement

Preserves existing liability and state enforcement authority under the Federal Clean Water Act for road salt discharge into state waters

Takes effect October 1, 2025
