Expands the definition of "just compensation" in eminent domain cases to include not only the fair market value of the land taken, but also any legal, expert, or other fees and costs incurred by the property owner (defendant) in the condemnation proceeding

Amends Section 12-104 of the Maryland Real Property Article to require condemning authorities to pay property owners' litigation expenses in addition to property value

Shifts the financial burden of defending against condemnation from property owners to the government entity exercising eminent domain

Takes effect October 1, 2025
