Establishes three new regional transportation authorities: Baltimore Region (Anne Arundel, Baltimore, Howard counties and Baltimore City), Capital Region (Frederick, Montgomery, Prince George's counties), and Southern Maryland Region (Calvert, Charles, St. Mary's counties)

Imposes a 0.5% transportation authority sales tax surcharge and 1% hotel surcharge in all three regions, with 70% of revenues going to regional transportation funds and 30% distributed to local counties and municipalities

Creates a 0.15% transfer tax surcharge on nonresidential property transfers in the three regions, also split 70/30 between regional funds and local jurisdictions

Each authority will be governed by a board including county executives or their designees, municipal representatives, state legislators from the region, and gubernatorial appointees with transportation expertise

Authorizes each authority to prepare regional transportation plans, construct or acquire transportation facilities, issue bonds payable from designated revenues, and requires annual reports to the General Assembly beginning January 1, 2026
