Authorizes the Motor Vehicle Administration to enter into agreements through a national association of motor vehicle agencies to facilitate issuance, use, and verification of electronic credentials across states

Allows individuals to use an electronic credential (mobile ID) showing a valid driver's license representation instead of a physical license when renting vehicles in Maryland

Permits nonresidents to use electronic credentials from their home state for vehicle rentals, provided their state has a facilitation agreement with Maryland's MVA

Requires vehicle rental companies to accept and inspect electronic credentials using the same verification procedures as physical licenses, including signature comparison and physical description matching

Takes effect October 1, 2025
