Amends Chapters 794 and 795 of the Acts of 2024 to expand an existing study of Maryland health agencies (HSCRC, MHCC, MCHRC, and MIA) to include analysis of health care service delivery, programs, and payors statewide

Requires the Maryland Department of Health to add contract requirements for the independent consultant to recommend consolidating payors and programs to maximize health care coverage for Maryland residents

Mandates the study report include a comprehensive analysis of the state's health care finance and delivery system, including cost, quality, workforce, and provider consolidation trends

Requires review of strategies implemented in other states to ensure universal access to health care, including coverage expansions, cost containment, and provider reimbursement policies

Report due to the Governor and General Assembly by January 1, 2026; if the consultant contract was already executed before June 1, 2025, the Department must amend it to include these new requirements
