Reduces the cap on noneconomic damages for child sexual abuse claims filed on or after June 1, 2025 from $1,500,000 to $700,000 for claims that would have been time-barred before October 1, 2023

Lowers government liability limits for previously time-barred child sexual abuse claims filed on or after June 1, 2025 to $400,000 per claimant (down from $890,000) for the State, local governments, and county boards of education

Caps attorney fees in child sexual abuse cases filed on or after June 1, 2025 at 20% of settlements and 25% of judgments

Requires the Maryland Judiciary to report annually to the General Assembly beginning January 31, 2027, detailing award amounts and summaries of underlying sexual abuse claims

Takes effect June 1, 2025
