Expands eligibility for burial in Maryland State veterans' cemeteries to include members of reserve components (Army Reserve, Navy Reserve, Marine Corps Reserve, Air Force Reserve, Coast Guard Reserve, Army and Air National Guard, and U.S. Public Health Service Reserve Corps) who completed their contractual service obligation

Removes the Maryland residency requirement for veterans who served on active duty in the U.S. armed forces; residency requirements now apply only to reserve component members

Reserve component members must have been a Maryland resident when entering uniformed services, at death, or for at least 2 years (with possible waiver)

Establishes a burial fee for reserve component members and their eligible dependents equal to the annual plot allowance set by the National Cemetery Administration; active duty veterans and their dependents remain exempt from burial charges

Takes effect July 1, 2025
