Renames Maryland's "House of Delegates" to "House of Representatives" and changes the title "Speaker of the House of Delegates" to "Speaker of the House of Representatives" through amendments to the Maryland Constitution

Amends multiple articles of the Maryland Constitution (Elective Franchise, Executive Department, Legislative Department, Judiciary Department, Treasury Department, and City of Baltimore) to replace all references to "House of Delegates" and "Delegate" with "House of Representatives" and "Representative"

Establishes that the House of Representatives is the legal successor to the House of Delegates, with all existing powers, obligations, personnel, records, appropriations, and liabilities continuing under the new name

Requires a three-fifths vote of both legislative chambers to pass, and the constitutional amendment must be submitted to voters at the November 2026 general election for adoption or rejection

Prohibits use of new letterhead, business cards, and documents reflecting the name change until all existing printed materials with the old name have been used
