Repeals Maryland's criminal prohibition on knowingly transferring or attempting to transfer HIV to another person, which was previously punishable as a misdemeanor with up to $2,500 fine and/or 3 years imprisonment

Requires the Maryland Department of Health to review state HIV-related statutes and regulations to identify provisions that are outdated or discriminatory

Department must recommend policy updates to align with current public health best practices and report findings to the Senate Finance Committee and House Health and Government Operations Committee by December 1, 2025

The policy review is contingent on the Department having sufficient existing resources; if the Department cannot conduct the review with current resources by July 5, 2025, that section becomes void

Repeal of the criminal prohibition takes effect October 1, 2025
