Extends alcoholic beverage delivery privileges in Howard County to Class D license holders and their employees, who previously could not deliver; Class A license holders already had this authority

Deliveries are restricted to within Howard County only, and employees making deliveries must meet existing age requirements under § 23-1902

Requires both the deliverer and recipient to sign a Board-approved delivery form certifying the recipient is at least 21 years old with documentary proof

Mandates that the purchaser or a designated person aged 21+ must be physically present at delivery, and payment must be made at the time of order

Effective July 1, 2025; approved by Governor Wes Moore on May 20, 2025
