Establishes the Maryland Bitcoin Reserve Fund as a special, nonlapsing fund administered by the State Treasurer to serve as a reserve asset through Bitcoin investment

Directs money seized by State authorities from gambling violations (illegal bookmaking, unlawful betting on horse races/athletic events/lotteries, and unlawful gaming devices) to be deposited into the Fund rather than standard interest-bearing accounts

Forfeited gambling seizure funds retained by the State permanently remain in the Bitcoin Reserve Fund

Bitcoin holdings must be stored either through a secure institutional digital asset platform or with a qualified custodian as determined by the State Treasurer

Takes effect October 1, 2025
