Maryland Department of Health and Department of Human Services must establish data-sharing agreements with federal and state agencies to conduct monthly death record reviews, quarterly employment/wage reviews, quarterly tax filing reviews, and monthly incarceration status checks for Medicaid and SNAP recipients.

Department of Health must seek a federal Section 1115 waiver to impose a 6-month lockout period on Medicaid recipients ages 19-64 who fail to report eligibility changes, excluding pregnant individuals and those with disabilities.

Self-attestation of income, residency, and household composition prohibited for Medicaid eligibility determinations unless required by federal law; categorical eligibility and higher gross income standards prohibited for SNAP unless federally required.

Department of Human Services must conduct annual on-site inspections of retail facilities accepting EBT cards, in consultation with law enforcement, to identify potential fraud; both departments must coordinate with the State Lottery and Gaming Control Agency to identify benefit recipients winning prizes of $3,000 or more.

Both departments required to publish quarterly reports on fraud investigations, including cases investigated, prosecutions referred, and percentage of ineligible recipients identified; effective date July 1, 2025.
