Tow companies gain statutory liens on vehicles towed from private parking lots or through police-initiated towing for charges related to towing, recovery, storage, and notice provided

Liens are extinguished when the vehicle is reclaimed and charges are paid by the owner, lessee, operator, insurer, secured party, or authorized agent

Counties and municipalities must establish administrative hearing processes allowing vehicle owners to challenge the legitimacy of towing, impoundment, or storage within 96 hours of a hearing request

If a hearing is not held within 96 hours, the tow company must release the vehicle without charge pending the hearing outcome; liens are suspended while hearing requests are pending

Parking lot signs must include information about the right to an administrative hearing and contact details for initiating the hearing process; effective date is October 1, 2025
