Establishes a property right for individuals to authorize use of their voice or visual likeness in AI-generated digital replicas, with the right surviving death for 10 years initially and renewable in 5-year increments up to 70 years posthumously

Licenses for living adults are capped at 10 years and must be in writing with specific intended uses described; licenses for minors are limited to 5 years and automatically terminate when the individual turns 18

Creates civil liability for producing or distributing unauthorized digital replicas, with statutory damages of $5,000 per work for individuals, $25,000 per work for non-online service entities, and $5,000 per violation for online services

Exempts bona fide news broadcasts, documentaries, commentary, criticism, satire, parody, and fleeting or negligible uses from liability, but sexually explicit deepfakes receive no exemption

Requires online services to designate agents to receive takedown notifications and remove infringing content as soon as technically feasible to qualify for liability limitations; Secretary of State must maintain public directories of designated agents and registered postmortem rights
