Adds two new exemptions to Maryland's building energy performance standards: public buildings designated by federal, state, or local government for public safety purposes or use as emergency storm shelters, and public utility buildings

Amends the definition of "covered building" in the Environment Article, expanding the existing list of exclusions that already includes historic properties, schools, manufacturing buildings, and agricultural buildings

Covered buildings subject to the standards are commercial or multifamily residential buildings (or state-owned buildings) with 35,000+ square feet of gross floor area

Existing law requires covered buildings to achieve 20% reduction in direct greenhouse gas emissions by January 1, 2030 and net-zero emissions by January 1, 2040
