Prohibits online gambling and betting activities in Maryland except those authorized under the State Lottery (Title 9, Subtitles 1D and 1E of the State Government Article) or the Criminal Law Article

Grants the State Lottery and Gaming Control Commission final authority to determine whether gaming devices in the state are legal and lawfully operated

Requires the Commission to refer enforcement matters to the Department of State Police if local law enforcement fails to act on final determinations

Mandates the Commission report to legislative committees by January 1, 2026 on illegal online gaming platforms, including the number accessible to residents, wagering amounts, access methods, marketing tactics, and available enforcement actions

Takes effect July 1, 2025
