Investor-owned electric companies may recover reasonable costs for participating in distributed energy resource programs and offering upfront incentives or rebates, with costs recovered within the calendar year when feasible

Aggregators of distributed energy resources participating in pilot programs cannot be classified as electric companies or electricity suppliers solely due to their program participation

Electric companies, private entities, and aggregators may offer energy storage to residential customers separately from pilot programs or temporary tariffs

The Public Service Commission must authorize electric companies to use customer usage and production data from distributed energy resources for administering pilot programs or tariffs upon request

The Commission must evaluate other states' energy storage installation programs by January 1, 2026, and design programs to expand home and business energy storage in Maryland by June 1, 2026
