Establishes a Veterans and Military Families Ombudsman within the Department of Veterans and Military Families to provide information, support, and advocacy regarding rights and access to services

The Ombudsman must be a veteran, is appointed by the Secretary for a 5-year term, and may only be removed for cause

Requires the Ombudsman to maintain a toll-free telephone number available in English and other appropriate languages to assist individuals seeking information about veterans services and programs

Mandates annual reports to the Governor and General Assembly beginning July 1, 2026, detailing call volume, complaint patterns, services provided, and recommendations for improving state programs

Takes effect October 1, 2025
