Repeals the existing prohibition that prevented noncitizens from serving as personal representatives (estate administrators) in Maryland probate proceedings unless they were permanent residents and close family members of the decedent

Allows any noncitizen to be appointed as a personal representative, removing the previous requirement that noncitizens must be permanent U.S. residents and either the spouse, ancestor, descendant, or sibling of the deceased

Retains existing disqualifications for personal representatives: individuals under 18, those who are mentally incompetent, persons convicted of serious crimes (fraud, embezzlement, forgery, perjury, theft), certain judges and court officials, and nonresidents without a designated in-state agent for service of process

Takes effect October 1, 2025
