Accountability and Implementation Board (AIB) would be placed under State Board of Education authority rather than operating as an independent unit, with the State Board becoming the head of the AIB and controlling its bylaws, rules, and regulations

AIB's authority would be narrowed from "plenary authority over all matters within its jurisdiction" to authority limited to monitoring and evaluation of Blueprint for Maryland's Future implementation through approval of implementation plans and progress reports

State Board of Education would gain final decision-making power over withholding or releasing education funds from local school systems, with AIB providing recommendations rather than making determinations

State Board must annually review Blueprint reporting requirements starting September 1, 2025 to identify duplication and consolidate reporting, then report recommendations to General Assembly by October 1 each year

Effective date is July 1, 2025; AIB continues operating until June 30, 2032 as originally established
