Carroll County Board of Commissioners is established as the Carroll County Board of Health, responsible for setting standard operating procedures for the Health Department including health and safety complaint systems and appeals processes

Health Department must keep records of health and safety complaints and make them available for public inspection under the Maryland Public Information Act

Board must conduct annual written evaluations of the health officer and all deputy health officers, with evaluations shared with the Carroll County Delegation to the General Assembly

Board may remove the health officer or deputy health officer after two unsatisfactory evaluations without requiring approval from the Secretary of Health

All Health Department employee evaluations must be submitted to the health officer and Board by December 1 each year; effective date is October 1, 2025
