Adds the Secretary of State Police or designee as a new member of the Maryland Zero Emission Electric Vehicle Infrastructure Council

Requires the Council to study and recommend safety design elements for EV charging stations, including improved lighting, security cameras, smartphone apps for reporting incidents to law enforcement, emergency blue lights, and methods for drivers to safely disconnect without exiting the vehicle

Requires the Council to study and make recommendations on improving the reliability of current charging stations

Takes effect July 1, 2025
