Converts teacher career ladder permanent salary increases to 4-year annual stipends beginning July 1, 2025, effectively cutting compensation amounts in half (e.g., NBC teacher stipend reduced from $10,000 salary increase to $5,000 annual stipend paid for 4 years)

Stipend amounts include: $5,000 for NBC certification, $3,500 for teaching at low-performing schools, $2,500 for lead teacher, $5,000 for distinguished teacher, $7,500 for professor distinguished teacher or distinguished principal

Authorizes county boards to award a $3,500 annual stipend for other certifications deemed effective in advancing Blueprint for Maryland's Future implementation goals

Requires the State Department of Education to conduct a study by June 1, 2030 comparing student assessment performance between those taught by National Board Certified teachers versus non-certified teachers of similar experience, with results reported by September 1, 2030

Applies prospectively only and does not affect teacher contracts or salary increases agreed to before the July 1, 2025 effective date
