Expands juvenile court jurisdiction by removing provisions that automatically excluded children aged 14 and older charged with crimes punishable by life imprisonment from juvenile court

Raises the age threshold from 14 to 16 for automatic exclusion from juvenile court for serious offenses including second degree murder, manslaughter, second degree rape, carjacking, and attempted murder/rape

Removes several offenses from the list of crimes that automatically exclude juveniles from juvenile court, including abduction, kidnapping, robbery, first degree assault, and certain firearm violations

Eliminates the provision that automatically charged juveniles as adults if they had a prior adult felony conviction and committed another felony

Applies prospectively only to acts committed on or after the effective date of October 1, 2025
