Repeals Section 14–3A–06 of the Maryland Public Safety Article, which currently grants health care providers immunity from civil and criminal liability during catastrophic health emergencies

Removes legal protections for health care providers who act in good faith under a catastrophic health emergency proclamation

Allows patients and others to pursue civil lawsuits and criminal charges against health care providers for actions taken during declared health emergencies

Effective date: October 1, 2025
