Department of Housing and Community Development must develop and publish a fact sheet on "tangled title" issues—legal problems related to deeds, heirs, and residential property ownership following a homeowner's death

Fact sheet must include information on how to address these legal issues and list free or low-cost legal resources for low-income individuals in probate law and estate administration

Licensed funeral establishments must provide a printed copy of the fact sheet to immediate family members or authorized representatives when providing funeral services

"Immediate family member" defined as spouse, child, sibling, parent, grandparent, grandchild, stepparent, stepchild, and stepsibling
