Establishes the Green and Renewable Energy for Nonprofit Organizations Loan Program within the Maryland Energy Administration to provide no-interest loans to 501(c)(3) nonprofits for planning, purchasing, and installing qualifying energy systems that generate electricity or thermal energy for on-site use

Creates a special, nonlapsing loan fund with potential appropriations of $5,000,000 in FY 2027 and additional funding in FY 2028, supplemented by transfers from the Maryland Strategic Energy Investment Fund, loan repayments, and interest earnings

Requires borrowers to contribute at least 10% of the qualifying energy system cost and demonstrate that projected energy savings over the system's useful life will equal or exceed the total loan cost

Prioritizes nonprofit applicants with annual budgets of $1,000,000 or less, with selection guidelines considering factors including building ownership, geographic diversity, ethnic/racial diversity, and mission diversity

Requires the Maryland Energy Administration to establish the application process, guidelines, and advertising campaign by July 1, 2026, with the program taking effect July 1, 2026
