Repeals statutory caps on award amounts that previously limited Phase I awards to the lesser of 25% of the federal award or $25,000, and Phase II awards to the lesser of 25% or $75,000

Removes the annual limit that restricted the Corporation to providing no more than 20 Phase I awards and 10 Phase II awards per fiscal year

Retains the restriction that a small business may receive no more than one award per fiscal year and no more than three total awards under the program

Maintains priority for businesses engaged in research and development related to public health crisis prevention, preparedness, or response

Takes effect July 1, 2025
