Adds "to the extent economically practicable" qualifier to Maryland's Climate Solutions Now Act requirements, including the 60% greenhouse gas emissions reduction goal by 2031 and net-zero emissions target by 2045

Modifies building energy performance standards requiring covered buildings to achieve 20% emissions reduction by January 1, 2030 and net-zero direct emissions by January 1, 2040, making both goals subject to economic practicability

Allows county boards of education to avoid zero-emission school bus requirements if compliance is not economically practicable, in addition to existing exemptions for performance issues or funding shortfalls

Makes State vehicle fleet zero-emission targets subject to economic practicability, including goals for 100% zero-emission passenger cars by 2031 and 100% zero-emission light-duty vehicles by 2036

Adds economic practicability standard to prevailing wage requirements for contractors on federally-funded electric infrastructure projects and to implementation of the International Green Construction Code
