Prohibits procurement officers from requiring bidders or offerors to certify they are not engaging in, or will refrain from, boycotts of foreign countries as a condition of submitting bids on state contracts

Prohibits procurement officers from including clauses in state contracts or contract renewals requiring contractors to certify non-participation in foreign country boycotts

Exceptions apply where such certifications are required under existing Maryland procurement law or federal law

Adds new sections 13-212.2 and 13-228 to the State Finance and Procurement Article of the Annotated Code of Maryland
