Transfers the Cyber Maryland Program from the Maryland Technology Development Corporation to the Maryland Department of Labor, effective July 1, 2025

Requires the Program to award competitive grants and contracts beginning fiscal year 2026 for cybersecurity workforce development, including operational technology cybersecurity

Expands eligible grant recipients to include employers, registered apprenticeship sponsors, local workforce boards, industry associations, labor unions, local governments, and economic development entities

Changes the Governor's annual budget appropriation for the Fund from $99,000 to $3,100,000 for fiscal year 2026, with the Program required to seek matching funds from federal, private, and philanthropic sources

Expands the Cyber Maryland Board membership to add the Secretary of Higher Education, State Superintendent of Schools, Adjutant General, and TEDCO CEO, with members required to reflect the state's racial, gender, age, and geographic diversity
