County boards of education must develop and adopt policies on personal electronic device use during school hours for elementary and middle school students

Policies must limit smartphone and smartphone-connected device use during instructional time

Exceptions allowed for students with Individualized Education Programs (IEPs) or Section 504 plans, documented health monitoring needs, or when directed by educators for educational purposes

County boards with existing policies meeting these requirements are exempt from the new mandate

Policies must be published on each county board's website and in public school student handbooks; effective date July 1, 2025
