Creates a temporary telehealth license allowing out-of-state licensed professional counselors to provide clinical counseling services via telehealth to college students in Maryland who have an existing therapeutic relationship of at least 6 months

Applicants must hold a valid license in another state, be in good standing with that state's regulatory authority, and not already be licensed in Maryland

Temporary telehealth licenses are valid for 6 months and cannot be renewed

Counselors who violate the law while holding a temporary license are barred from obtaining a regular Maryland license for at least 2 years after the violation

The State Board of Professional Counselors and Therapists must adopt regulations establishing qualifications, application fees, and conditions for the temporary license; the law takes effect October 1, 2025
