State Department of Education must convene a workgroup to analyze Maryland's mixed delivery, publicly funded prekindergarten system established under the Blueprint for Maryland's Future

Workgroup membership includes legislators, representatives from State Department of Education, Maryland Department of Health, Head Start, State Fire Marshal, child care advocacy organizations, community colleges, and at least four child care providers

Analysis must examine policy discrepancies between public and private prekindergarten providers, payment and invoicing inefficiencies, Maryland EXCELS quality rating processes, administrative burden for providers, language accessibility, and inclusion of students with disabilities

Interim report due to State Board of Education, Accountability and Implementation Board, and General Assembly by June 1, 2026; final report due by December 31, 2027

Act takes effect July 1, 2025 and automatically sunsets on June 30, 2028
