Requires county boards, county superintendents, public schools, the State Board, and the State Superintendent to annually report all procurement contracts and memoranda of understanding entered into during the preceding fiscal year

Covered entities must submit reports to the State Superintendent by September 1 each year; individual schools and county superintendents may submit through their county board of education

State Superintendent must compile all reported information and submit a consolidated report to four legislative committees (Senate Budget and Taxation, Senate Education, Energy and Environment, House Appropriations, and House Ways and Means) by October 1 each year

Reports must include a list of all contracts and MOUs, total amounts required to be paid under each procurement contract, and total amounts actually paid during the fiscal year

Contracts and MOUs containing information that may be withheld or is prohibited from disclosure by law are exempt from reporting requirements

Takes effect July 1, 2025
