Establishes the Adapted Vehicle Access Pilot Program to provide modified vehicles to individuals who require a mobility aid, are licensed drivers, and are qualified to operate adapted vehicles

Department of Disabilities must implement and administer the program, prioritizing individuals residing in areas with limited access to public transportation

Department shall request, apply for, and facilitate donations of vehicles, vehicle modification services, and funds from individuals and corporations, and may apply for federal grants

Department must study program impacts on recipients' independence, mobility, job opportunities, and dependency on public subsidies, with a report due to the Governor and General Assembly by December 1, 2028

Program takes effect October 1, 2025 and automatically sunsets on September 30, 2030 (5-year pilot)
