Authorizes Calvert County to enter into contracts up to 20 years for infrastructure and asset management programs where the infrastructure or asset has a life cycle of at least 15 years

Covered assets include water towers, flow meters, and other water and sewer assets

Contracts may encompass the full lifecycle: planning, design, construction, operation, maintenance, modification, revitalization, and decommissioning

Expands existing authority that already allowed 20-year contracts for cellular tower leases on water towers

Effective October 1, 2025
