Expands Maryland Capitol Police jurisdiction from specific enumerated buildings to all State-owned or State-leased buildings statewide, with enforcement authority extending 2,000 feet from property boundaries (increased from 1,000 feet)

Grants Maryland Capitol Police officers new authority to investigate and enforce criminal laws and Title 12 of the Criminal Procedure Article anywhere in the state, beyond their property-based jurisdiction

Requires Capitol Police to notify local law enforcement (municipal police chief, county police chief, sheriff, or Baltimore City Police Commissioner) as soon as possible when exercising statewide enforcement powers

Preserves the authority of General Assembly presiding officers over access to State legislative buildings in Annapolis

Takes effect October 1, 2025
